About Us
In 2010, Educational Data Solutions Inc. (EDSI) began operating the Employment, Advancement and Retention Network (EARN) program, and in 2015, EDSI began operating the Luzerne County Workforce Innovation and Opportunity Act (WIOA) Program for the Adult and Dislocated Workers population for the Luzerne-Schuylkill County Workforce Development Board (WDB). Both programs are located within the Wilkes-Barre CareerLink® office and funded by the Luzerne-Schuylkill Workforce Development Board.

Three main goals of the WIOA program are to improve the quality of the workforce, reduce benefit dependency, and enhance the productivity and competitiveness of the area’s economy. These goals are accomplished by providing the appropriate resources, training through Individual Training Accounts (ITAs) and On-the-Job Training (OJTs) opportunities, and supportive services to individuals with significant obstacles to obtaining trainings or retaining employment in an occupation that will enable them to become self-sufficient.

The WIOA Program presents an extraordinary opportunity to improve job and career options for our local area workers and jobseekers through an integrated, job-driven public workforce system that links local talent to area businesses. It supports the development of a strong, vibrant regional economy where businesses thrive and people want to invest in staying to live and work in the local communities.

The EARN program serves the Temporary Assistance for Needy Families (TANF) population of Luzerne County. The purpose of the EARN Program is to address the needs of welfare and low-income individuals with serious obstacles to gaining and maintaining employment. Work activities in EARN include unsubsidized employment, subsidized employment, paid work experience and community service.
